EDUCATION:

Ph.D. Economics
NORTH CAROLINA STATE UNIVERSITY August 1996.
Major Field: Environmental and Natural Resource Economics.
Minor Field: Statistics.
Dissertation: “A Welfare Analysis of Commercial Fishery Regulations: A Bioeconomic Model of Stock Dynamics and Recreation Demand”.
An original methodology for the economic analysis of commercial fishery regulations is developed and applied to North Carolina red drum. The interactive dynamics of multi-cohort stock growth and two-sector harvest are modeled as a system of differential equations. The effects of commercial fishery regulations on stock growth, and the resulting changes in recreational catch and effort are analyzed. Welfare gains to recreational anglers from regulation-induced improvements in catch are measured using a random utility model of site selection. The net benefits from stock-enhancement policies are derived by comparing the gains to recreational anglers with the losses incurred by the commercial sector.
